DISPENSARY LICENSE GUIDELINES
- Licensed MMTCs are authorized to cultivate, process and dispense medical marijuana.
- MMTC applicants must demonstrate at a minimum:
- The applicant has been registered to do business in Florida for 5 consecutive years prior to submission of the application.
- Possession of a valid nursery certificate of registration issued by the Department of Agriculture and Consumer Services.
- The technical and technological ability to cultivate and produce marijuana, including, but not limited to, low-THC cannabis.
- The ability to secure the premises, resources, and personnel necessary to operate as a medical marijuana treatment center.
- The ability to maintain accountability of all raw materials, finished products, and any byproducts to prevent diversion or unlawful access to or possession of these substances.
- An infrastructure reasonably located to dispense marijuana to registered qualified patients statewide or regionally as determined by the department.
- The financial ability to maintain operations for the duration of the two-year approval cycle, including the provision of certified financial statements to the department.
- That all owners, officers, board members, and managers have passed a level 2 background screening.
- The employment of a medical director to supervise the activities of the MMTC.
- A diversity plan that promotes and ensures the involvement of minority persons and minority business enterprises, as defined in s. 288.703, Fla. Stat., or veteran business enterprises, as defined in s. 295.187, Fla. Stat., in ownership, management, and employment.
- Within 10 days of licensure, successful applicants must post a $5 million performance bond issued by an authorized surety insurance company rated in one of the three highest rating categories by a nationally recognized rating service or provide an irrevocable letter of credit payable to the Department or provide cash to the Department.

FLORIDA MEDICAL MARIJUANA LEGAL UPDATES
The implementation of Amendment 2 and section 381.986, F.S. (2018) continues to be frequently litigated.
While some of these lawsuits have little impact on OMMU’s progress, others – particularly those regarding the constitutionality of the law the OMMU is tasked with executing – have a significant impact on DOH’s ability to implement certain requirements of section 381.986, F.S. (2018).
Redner v. DOH, et. al., 13th Judicial Circuit Case No. 17-CA-5677
Court of Appeal reinstated the stay and noted that Redner was
unlikely to succeed on the merits of the case. Redner appealed to
the Florida Supreme court by filing a Petition to Invoke “All Writs”
Jurisdiction. Florida Supreme Court issued an Order denying the
petition to invoke all writs jurisdiction on May 25.
People United for Medical Marijuana v. DOH, et. al., 2nd Judicial
Circuit Case No. 2017-CA-1394
Court of Appeal reinstated the stay and noted that Plaintiffs were
unlikely to succeed on the merits of the case. The lower court’s
order is not currently in effect.
Bill’s Nursery, Inc. v. DOH, 2nd Judicial Circuit Case No. 2017-CA002411

GENERAL BACKGROUND INFORMATION
Medical Marijuana ID Card Application Process: Once a patient has been diagnosed by a qualified ordering physician and entered into the Medical Marijuana Use Registry, they can immediately begin the identification card application process.
The department encourages applicants to complete the process online as this
decreases processing time. Patients receive an email from OMMU once their email is added to the registry by their qualified ordering physician which directs them to the application.
Once an application is reviewed and approved, patients receive an approval email which can be used to fill an order at an approved MMTC while they await their physical card.
Medical Marijuana Use Registry: All orders for medical marijuana are recorded and dispensed via the Medical Marijuana Use Registry. The Medical Marijuana Use Registry is accessible online, with real-time information to ordering physicians, law enforcement, and medical marijuana treatment center staff.
Patients and caregivers may also access the Medical Marijuana Use Registry to submit a Medical Marijuana Use Registry Identification
Card application, and check the status of their application.

Update: after a lovely talk with the owner, I felt the need to change this review. I’m so grateful he got everything resolved for me and contacted me so quickly. I can’t wait to start classes and make my dream come true. ❤️How are you still processing a payment from March 6th when it is now the 24th? I have waited to be contacted back and submitted several forms on the contact us page for weeks with no response. It said I’d be emailed within 48hrs after payment with a schedule and I wasn’t. Just emails about cannabis and benefits of it. I’m starting to think this is a scam so they can send you things to your email. And I paid over $300 to reserve a seat and for a workbook. What is going on?

Not what I was expecting! You go to a lot of these little local smoke shops and you get kind of used to that and then you walk into this place and they just don’t want to sell you product they want to educate you on the product that they’re selling you. For my first time I walked in there it was a very busy time there was a lot going on for them and they still had time to show me a tour of the farm and talk to me about every question I had even though some of them were pretty basic. I would definitely recommend this place over any other place that I’ve been to in Orlando area and I’ve been to a lot.

When you call a business at 10 A.M., got a director on the phone no problem. Got the same person responding to my emails at 11 P.M. Who does that? Girl needs a raise. Did a tour and was told they were short staffed. SAME DIRECTOR gave us their undivided attention when clearly swamped. Haven’t even taken classes and blown away by the customer service. The location is mind blowing seeing the before and afters. These people know what they are talking about and doing. Called the department of agriculture and didn’t get the amount of information I got on a free tour. Signing up for classes in October. I am already impressed. These are not your typical “cannabis people”. These people are professionals. Can’t wait for my classes in October. Will update my review with photos.

We went as a small group to your the facility. We had a very informative tour from Vinny and we got to see the green houses as well as learned about the inside where classes are conducted. It was perfectly pleasant and informational. The staff were all friendly and happy to answer any questions we had. They even had a head shop with products for purchase. I would highly recommend taking a free tour of this place, especially if you are curious and/or looking for a more holistic health journey.

Words can’t express what I feel for this business and what they are doing for the world. First and foremost Allie. I went through a dire situation with my family and was terrified about missing my classes. This girl responds day and night to emails. Receiving a genuine response back minutes later after 11 PM several times, I don’t know how she does it. No concern over money, just about how I was doing…absolutely amazing feeling. The Learn Sativa team…Patrick is inspiring just to watch and learn from. He doesn’t tell people what to do. Typical owners watch their employees do the hard work. You see him doing it along with his employees. The whole staff hangs out way after classes are done. They will answer any and all questions you have. I only finished two of my classes in March. Just got rescheduled to come back in May. These people will literally do anything for you. Can’t wait to finish my certificate and become LSU alumni.

I saw the billboard and decided to stop in for a tour today out of curiosity….WOW. What this group of people are doing here is beyond words. I’ve lived in the Apopka area for many years and I’m used to seeing abandoned farms. In just six months what they have managed to turn this property into is amazing. The girl that runs their operations was so bubbly and welcoming. Full of great information. Max did a great job on my tour. I honestly have no intentions of doing the classes, but based on my tour, I would highly recommend. Great way to spend my Sunday afternoon.

Having personally attended several other well known schools for cannabis, I will be the first to tell you that they were not close to what I learned at Learn Sativa. I would only refer to this institution as the true cannabis college of the industry. I met the most amazing people in my class, including all the staff members. Every person there was always so helpful with whatever questions I had. I’ve attended several green carpet events since and have met even more wonderful alumni. What more can I say. I am blown away with Learn Sativa. My month learning here was more than I could have imagined. My instructors were knowledgeable on all aspects of cannabis. Fantastic job with making learning fun so that it was not overwhelming. And trust me, you learn A LOT. I contemplated taking this class for so long and I am really glad I did. Sitting on 7 Acres of land this is the best place to learn, grow and integrate yourself to an educated community!!! If your looking to have a job in the industry it’s perfect for you but IMO if your looking to open a business in industry I would just jump right into advanced classes. Basic class is focused more on being an employee. Pat does a great job at keeping everyone on track and covers a lot of material in a short period of time. The class was a little misleading I thought it would be alot more hands on focus on growing. Would appreciate more hands on training in lab than having to study slides and watch videos at home but overall great experience and I gained some knowledge in the history of the business.

The entire course was very informative. You could walk in with minimal experience and learn so much. As most people, I was skeptical about this school. After spending 9 hours today at the hands on class, I could NOT be more impressed. Everyone was extremely professional. All the reviews are spot on. 5 stars all the way. TONS of knowledge packed into one day. If you want to start in the legal cannabis industry, you’d be silly not to go here.
